Richard T. Chapman, Jr.

Mr. Chapman was born in Beaumont, Texas, in 1954, was graduated from the University of Texas in 1975, and the University of Texas Law School in 1978, and was admitted to the bar in Texas in 1979. He is currently a member of the Victoria County Bar Association, and the State Bar of Texas. Mr. Chapman is Board Certified in Consumer Bankruptcy Law by the Texas Board of Legal Specialization.

He has served on the Boards of Hospice of Victoria, the South Texas Zoological Society, Trinity Episcopal School and First Christian Church. He is the past District Chairman of Ducks Unlimited and past chair of the State Bar of Texas Grievance Committee, District 11C. He is an avid hunter.

Janis L. Scott

Mrs. Scott was born in Newark, New Jersey, in 1953. She earned a B.A. from Goucher College and was graduated with honors in 1975. Mrs. Scott earned her M.S. from Texas A & M University in 1979 and received her J.D. from the University of Houston in 1981. She was a member of Phi Delta Phi. Mrs. Scott was admitted to the bar in Texas in 1982. She is a member of the Victoria County Bar Association, and the State Bar of Texas. Mrs. Scott is Board Certified in Commercial and Residential Real Estate Law by the Texas Board of Legal Specialization.

She currently serves on the Victoria City Council and is Vice-Chair of the Metropolitan Planning Organization Policy Advisory Committee.  She also serves on several other community organization boards. She has served on the Session and Board of Deacons and various other church committees, as well as other civic, cultural, and real estate related associations. For 15 years, she has served as a City of Victoria Planning Commissioner, serving as secretary from 1990 to 1992 and chairperson from 1992 to 2005. In 2002, she garnered statewide recognition by receiving the Planning Commissioner award from the Texas Chapter of the American Planning Association. She is a former board member and officer of the Victoria Economic Development Corporation and past Vice-President of the Victoria Sales Tax Development Board.

J. Milton Chapman

Milton Chapman was born in 1962 and was raised in Olney, Illinois. He graduated as class valedictorian of East Richland High School in Olney, Illinois in 1980 and received his Bachelor of Arts degree from Baylor University in Waco, Texas in 1984. He received his law degree from Baylor Law School in 1986.

Mr. Chapman joined the firm in 1990 and became a partner of the firm in 1998. He is Board Certified in Residential Real Estate Law by the Texas Board of Legal Specialization and is a member of the Real Estate, Probate and Trust Law Sections of the State Bar of Texas. His principal practice areas are real estate and homeowners association law, estate planning and probate law, corporate and business law, and elder law. He is a Fellow of the Texas Bar College and has received a Distinguished Rating through the peer review evaluation process of lawyers from the nationally respected Martindale-Hubbell.

Mr. Chapman has served as Chairman of the Victoria Chamber of Commerce and has served as President of the Victoria Rotary Club, the Victoria Jaycees, the Victoria Estate Planning Council, the Mid Coast Baylor Club, the Boys & Girls Club of Victoria, the Victoria District of the Boy Scouts of America, and the Crossroads District United Methodist Men, along with serving as a director on various charitable boards in Victoria.

Wyatt E. Fraga

Mr. Fraga was born in Plymouth, Wisconsin in 1995. He graduated from St. Joseph High School in Victoria, Texas in 2013 and graduated from Baylor University with a Bachelor of Arts degree in Political Science in 2017. He received his Juris Doctorate degree from Baylor Law School in May, 2021. Mr. Fraga joined the firm in August, 2021 and was admitted to the State Bar of Texas in October, 2021. He has been a member of the Victoria Lions Club since July, 2022. His principal areas of practice are real estate and homeowners association law; estate planning (wills, trusts, powers of attorney and related documents); probate law; and business and corporate law.
